A VAT credit in a Turkish return does not automatically become a cash refund. In Turkey, a refund normally arises only when the underlying transaction is specifically granted a refund right by the VAT Law, the claim is reported under the correct code and the taxpayer completes the transaction-specific evidence and review process. This distinction is especially important for exporters, foreign-owned Turkish companies and international groups that may be accustomed to a general periodic VAT repayment system.
Short answer: First identify the legal basis for the refund—such as an export, another full exemption, a reduced-rate supply or a qualifying VAT-withholding transaction. Reconcile the VAT return to the sales, purchase and loaded-VAT lists; submit the standard refund request petition and the documents required for that claim; then resolve the Turkish Revenue Administration's electronic risk-analysis findings. The refund may be requested in cash or offset against eligible public liabilities, depending on the applicable rule.
When is VAT refundable in Turkey?
The Turkish term for a VAT refund is Katma Değer Vergisi iadesi, commonly shortened to KDV iadesi. The claimant must generally be the taxpayer entitled to the refund under the relevant provision. Foreign ownership of a Turkish company neither prevents nor creates a refund right.
| Refund category | Typical examples | Core condition |
|---|---|---|
| Full exemptions Tam istisna | Exports of goods, qualifying exports of services, international transport and specified investment or sector exemptions | Every statutory exemption condition and the relevant evidence must be satisfied. |
| Reduced-rate supplies İndirimli orana tabi işlemler | Qualifying supplies taxed at 1% or 10% where attributable input VAT cannot be recovered through deduction | Only the calculated amount above the annual non-refundable threshold can enter the refund mechanism. |
| Partial VAT withholding Kısmi tevkifat | Specified domestic supplies where the customer reports a legally defined portion of VAT | The invoice, withholding ratio, customer status and VAT Return No. 2 payment must align with the rule. |
| Excess or undue VAT | VAT overpaid or charged without legal basis | Correction, repayment to the customer where required, amended returns and separate procedural evidence may apply. |
| Special non-resident routes | Tax-free shopping for eligible travellers and narrowly defined reciprocity-based cases | These are separate procedures and are not a general foreign-business input VAT recovery system. |
A carried-forward VAT balance is not enough. When deductible input VAT exceeds output VAT in an ordinary taxable period, the excess generally carries forward to later periods. It becomes refundable only if a specific legal provision grants a refund right and the amount is correctly allocated to the qualifying transactions.
Who can claim a Turkish VAT refund?
A Turkish company, branch or other VAT taxpayer may claim when it performs a transaction that creates a refund right and meets the relevant accounting, invoicing, declaration and evidence requirements. A Turkish company with foreign shareholders follows the same core rules as a domestically owned company.
A foreign business with no Turkish VAT registration should not assume that Turkish VAT on hotels, professional services, events, local purchases or travel can be reclaimed through an EU-style portal. Turkey does not offer one broad refund route for every non-established business. Special rules exist for limited cases, including certain transport and fair/exhibition expenses subject to reciprocity, and eligible travellers use the separate tourist refund system.
For a foreign-owned Turkish operation, first confirm the underlying VAT treatment using the site's 2026 Turkey VAT guide. A supply incorrectly treated as exempt cannot be cured merely by submitting a refund file.
Cash refund or offset refund?
Turkish VAT claims are commonly divided into cash refunds (nakden iade) and offset refunds (mahsuben iade). They are not interchangeable administrative labels: the permitted liabilities, document route, guarantee requirement and review method can differ by refund category and amount.
| Route | What it does | Planning point |
|---|---|---|
| Offset | Applies an accepted refund amount against qualifying tax, social-security or other liabilities permitted by the applicable rule. | Confirm the liability type, taxpayer identity, due date and whether a third-party liability can be used before filing. |
| Cash | Transfers the accepted refund to the claimant after the required review and approvals. | Cash claims commonly require a more extensive verification route; do not forecast a payment date before the file and control report are reviewed. |
Depending on the legal basis and amount, a claim may be completed through general controls, a sworn-in certified public accountant's VAT refund certification report (YMM KDV İadesi Tasdik Raporu), a tax inspection report (Vergi İnceleme Raporu), a guarantee, or a special accelerated system available to qualifying taxpayers. There is no single monetary shortcut that applies to every refund type.
2026 reduced-rate VAT refund threshold
For 2026, the part of input VAT attributable to reduced-rate transactions that cannot be refunded is TRY 164,000. The consolidated VAT General Implementation Communiqué lists this amount for 2026. Only the eligible calculated amount above the threshold may enter the reduced-rate refund process.
Illustrative calculation:
Unrecovered VAT attributable to qualifying reduced-rate transactions: TRY 420,000
2026 non-refundable portion: TRY 164,000
Potential amount entering the refund calculation: TRY 256,000
This is not a promise that TRY 256,000 will be paid. The loaded-VAT cap, turnover, return position, transaction allocation, prior-period carry-forward, excluded purchases and other rules can reduce the claim. The TRY 164,000 threshold does not apply as a general minimum to export refunds or every other refund category.
Documents required for a VAT refund claim
The exact file depends on the claim code. A typical application begins with the following core data and then adds transaction-specific evidence:
Standard refund request petition (Standart İade Talep Dilekçesi), selecting cash or offset treatment and the relevant liabilities.
VAT return and refund code for the period in which the qualifying transaction and loaded VAT are declared.
Deductible VAT list (İndirilecek KDV Listesi) reconciled to the purchase ledger and e-documents.
Sales invoice list and, where requested, copies or electronic references for the qualifying supplies.
Loaded VAT list (Yüklenilen KDV Listesi) linking costs to the refund-generating activity.
Refund calculation table showing the legal cap, allocation and amount requested.
Accounting reconciliation tying the lists to statutory ledgers, VAT accounts, return totals and prior-period carry-forward.
YMM report, guarantee or other completion document where the selected refund route requires it.
Additional evidence for common claims
| Claim | Typical supporting evidence | Frequent mismatch |
|---|---|---|
| Export of goods | Customs export declaration data, invoices, transport and delivery records, and sales/list reconciliation | Invoice, customs and accounting amounts or dates do not match. |
| Export of services | Contract, foreign-customer invoice, proof of performance and evidence that the service is enjoyed abroad | Foreign billing address is treated as proof even though the benefit is in Turkey. |
| Reduced-rate supply | Product/service rate basis, sales quantities, annual/monthly calculation and threshold computation | The loaded VAT cannot be linked to qualifying reduced-rate turnover. |
| Partial withholding | Correct withholding invoice, ratio, customer/payment details and evidence connected with VAT Return No. 2 | Supplier and customer use different withholding codes or periods. |
| Special exemption | Exemption certificate, approved project or goods list, recipient confirmation and sector-specific documents | Purchase or delivery falls outside the certificate's date, item or quantity scope. |

How to apply for a VAT refund in Turkey
Identify the legal basis and claim code. Confirm whether the transaction is a full exemption, reduced-rate supply, withholding refund or another specifically authorised category.
Close the relevant VAT period. Reconcile outgoing invoices, purchase documents, customs records, VAT ledgers and the carry-forward balance.
Calculate attributable VAT. Link input VAT to the qualifying activity, allocate common costs consistently and apply the legal refund cap or annual threshold.
File the correct VAT return. Use the correct exemption/refund code and complete the loaded VAT and refund fields; a petition cannot replace a missing declaration.
Prepare electronic lists. Upload the deductible VAT, sales, loaded VAT and calculation files in the current GİB format and remove duplicates or invalid documents.
Submit the standard request petition. Select cash or offset, specify the requested amount and identify any liabilities to be offset.
Complete the chosen assurance route. Submit the YMM certification report, guarantee or other document where required by the Communiqué.
Review the KDVİRA report. The VAT Refund Risk Analysis System (KDV İadesi Risk Analiz Sistemi) checks the taxpayer and supply chain data and produces findings for review.
Answer findings with evidence. Correct genuine declaration/list errors and explain supported differences without deleting valid transactions merely to clear a warning.
Reconcile the completed refund. Match the approved offset or cash receipt to tax accounts and carry-forward VAT, and archive the final file.
The filing infrastructure and list schemas can change. The company's accountant should use the current GİB screens and technical formats. Ongoing invoice, ledger and return consistency can be organised through tax, bookkeeping and accounting services in Turkey.
VAT refund deadlines
The deadline depends on the legal category. Missing the return and application steps can extinguish the administrative refund claim even if invoices exist.
| Claim category | General claim deadline | Important filing point |
|---|---|---|
| Full exemption | End of the second calendar year following the period in which the qualifying transaction occurred | Complete the relevant VAT return fields and submit the standard petition plus required documents by the deadline. |
| Partial withholding | End of the second calendar year following the period of the withheld transaction | The claim must be declared and supported through the applicable procedure within that period. |
| Reduced-rate supply | By the end of the calendar year following the year of the reduced-rate transaction | The refund is declared in an eligible January–November return for the following year, including timely corrections, and the petition/documents are submitted by year-end. |
For example, a qualifying full-exemption transaction in 2026 is generally subject to a 31 December 2028 claim deadline. A 2026 reduced-rate annual claim generally must be declared through the prescribed 2027 return route and completed with the petition and required documents by 31 December 2027. The exact transaction section and any special rule must still be checked.
Where the claim was timely made through a YMM report route, the consolidated Communiqué generally requires the YMM report within six months after the relevant claim period ends. Failure to submit it within that period can result in the claim being referred for tax inspection. Do not wait until the final month to prepare source lists and exemption evidence.
What does KDVİRA check?
GİB's VAT Refund Risk Analysis System, known as KDVİRA, cross-checks the refund data with returns, electronic invoices, purchase/sales information and supply-chain records. The resulting control report does not replace professional review; it identifies discrepancies that the tax office and taxpayer must evaluate.
Invoices missing from a supplier's declaration or recorded in a different period,
Duplicate, cancelled or inconsistent e-documents,
Supplier/sub-supplier filing or payment irregularities,
Differences between refund lists, VAT returns and customs data,
Incorrect exemption, withholding or document codes,
Loaded VAT that cannot be traced to the qualifying transaction.
A flagged supplier does not automatically mean the claimant's invoice is fictitious. The response should be based on contracts, delivery evidence, bank payments, commercial correspondence, inventory or service records and the actual reason for the mismatch. Unsupported list manipulation can create a larger audit risk.
How long does a VAT refund take?
There is no reliable universal completion time. Timing depends on the refund type, amount, cash or offset route, guarantee or report option, completeness of the documents, KDVİRA findings, supplier-chain issues and the tax office's requests. A clean offset claim supported by reconciled electronic data can follow a different path from a large cash claim requiring a YMM report or tax inspection.
For cash-flow planning, treat the claim as an evidence-led tax process rather than a fixed receivable date. Track the amount as “submitted,” “under review,” “finding outstanding,” “approved” and “paid/offset” instead of recording one unqualified expected-payment date.
VAT refunds for tourists and non-residents
A traveller who is not resident in Turkey may be eligible for a tax-free shopping refund when the seller participates in the authorised system and all invoice, buyer-status, export and customs confirmation conditions are met. The goods must leave Turkey under the applicable procedure. Hotel, restaurant and locally consumed service VAT does not become refundable merely because the customer is foreign.
This tourist process is separate from a company's VAT return and KDVİRA refund file. Likewise, the narrowly defined reciprocity-based refund for certain non-resident transport and fair/exhibition activities should be checked against the claimant's country, expense type and current GİB procedure. A foreign passport or overseas invoice address alone does not establish eligibility.
Common VAT refund mistakes
Treating every carried-forward VAT balance as refundable.
Using a foreign customer's address as the only evidence for an export-of-services exemption.
Choosing the wrong refund or exemption code in the VAT return.
Failing to reconcile customs declarations, invoices, e-ledger records and refund lists.
Including input VAT unrelated to the refund-generating activity.
Applying the TRY 164,000 reduced-rate threshold to exports or unrelated claim types.
Submitting the petition but not the mandatory electronic lists by the statutory deadline.
Assuming a YMM report, guarantee or tax inspection is optional without checking the route and amount.
Ignoring KDVİRA findings until the claim becomes urgent.
Promising a cash receipt date before the control report and tax-office review are complete.
