Changing accountants does not reset a Turkish company's books. The closing balances held by the outgoing accountant become the starting point for the incoming accounting team—but only after they have been tied to bank statements, customer and supplier records, tax filings, payroll evidence and statutory ledgers. A balanced mizan (trial balance) can still contain materially wrong accounts.
The practical objective
Do not force unexplained differences into a suspense account simply to start bookkeeping. Build an evidence-backed opening-balance file, classify each mismatch, agree who will correct it and obtain written sign-off on the balances that the new accountant will carry forward.
Why opening balances fail after an accountant handover
An accountant change often exposes issues that were already present. The outgoing firm's closing trial balance may have been exported before the final bank reconciliation, year-end depreciation, inventory count, payroll posting or tax accrual. Subledgers may sit in a different application, while e-Invoice, payment-provider and payroll data remain outside the general ledger.
The handover can create additional gaps if the parties transfer only a PDF trial balance. A proper transition also needs account-level ledger detail (muavin defter), statutory journal and general-ledger data, e-Ledger files and certificates (berat), filed returns, tax accrual slips, payment evidence and the working papers behind material balances.
Three dates must not be confused
| Date | What it controls | Typical error |
|---|---|---|
| Handover date | When operational responsibility moves | Assuming responsibility moves the underlying liability |
| Opening date | Balances imported into the new system | Importing a draft rather than the agreed closing trial balance |
| Origin date | Period in which the error arose | Posting a prior-period error into the current month without analysis |
First control: prove the handover population
Before reconciling individual accounts, verify that the data set is complete. The closing trial balance should agree to the detailed ledger by account and to the statutory books for the same period. Confirm the chart of accounts, currency, branches, cost centres and opening-entry date. If the company uses e-Ledger, collect the relevant journal and general-ledger files together with their GİB-approved certificate files; a spreadsheet export is not a substitute for the statutory record.
GİB's current e-Ledger rules require electronic ledgers, related accounting vouchers and certificate files to be retained and produced completely and readably. This is why a handover should transfer both readable working files and the original electronic records. For the wider operational framework, see the verified Doing Business in Turkey tax and accounting guide.
Minimum opening-balance data pack
Final closing trial balance and account-by-account general-ledger detail
Customer, supplier, employee, shareholder and intercompany subledgers
Bank, card, payment-provider and cash reconciliations
Inventory listings, fixed-asset register and depreciation schedules
VAT, withholding, corporate tax and other filed returns, electronic receipts, accrual slips and payment receipts
Payroll registers, MUHSGK filings, SGK accruals and payment evidence
e-Ledger files, GİB certificates, e-Invoice/e-Archive records and access handover log
Prior accountant's unresolved-item list and management-approved year-end adjustments
Reconcile balances to independent evidence
The trial balance is the index, not the proof. Reconciliation should work from each material account to evidence that exists independently of the ledger. Use the closing date consistently and document timing items rather than deleting them.
| Balance area | Primary evidence | Frequent handover difference | Required output |
|---|---|---|---|
| Bank and cash | Bank statement, card and payment-provider reports | Unposted fees, transfers in transit, duplicate receipts | Account-by-account bank reconciliation |
| Receivables | Invoice list, collections, credit notes, customer confirmation | Cash allocated to the wrong invoice or customer | Aged receivables with disputed items |
| Payables | Supplier statements, invoices, payments and expense accruals | Missing invoice, duplicate liability or unrecorded credit | Aged payables and confirmation exceptions |
| Tax | Filed return, filing receipt, accrual slip and payment receipt | Ledger liability differs from the filed or paid amount | Tax-by-tax, period-by-period bridge |
| Payroll and SGK | Payroll register, MUHSGK, SGK accrual and bank payment | Net pay posted without employer costs or statutory liabilities | Payroll-to-ledger control sheet |
| Fixed assets | Invoice, asset register, disposals and depreciation | Register does not agree to cost or accumulated depreciation | Asset-register-to-ledger bridge |
| Shareholder/intercompany | Contracts, bank flows, counterparty confirmation and FX calculation | Equity, loan and expense items mixed in one account | Confirmed balance and classification memo |
Tax balances need a four-way match
For each tax and period, compare the general-ledger balance with the filed return, GİB electronic filing record, accrual slip (tahakkuk fişi) and payment receipt. A bank debit alone does not prove that the correct tax period or liability was settled. GİB's electronic return system allows prior approved returns and accrual slips to be viewed, which helps rebuild the evidence file. The site's Turkey tax filing and payment calendar explains why filing and payment are separate controls.
Build an exception log before posting corrections
Every mismatch should appear in one controlled file. Give it an ID, account, amount, period, evidence status, likely cause, tax impact, owner and deadline. Separate confirmed timing differences from unsupported balances. This turns an open-ended cleanup into an auditable project.
| Example exception | Diagnosis | Next step |
|---|---|---|
| Bank ledger exceeds statement by TRY 145,000 | Identify outstanding transfers and unposted charges; do not net the gap | Trace transactions and prepare supported entries |
| Customer credit balance with no credit note | Possible misallocated receipt, advance or missing sales return | Obtain customer confirmation and source documents |
| VAT carryforward differs from latest return | Potential prior-period posting or declaration issue | Reconcile the return chain before considering a corrective filing |
Amounts above are illustrative and do not represent a filing threshold or safe-harbour.
Warning: a plug entry is not a reconciliation
A suspense or prior-year adjustment that merely makes an imported trial balance agree can hide the real counterparty, tax period or legal nature of a balance. Post only after the cause, period, evidence and approval route are documented.
Decide where and how each correction belongs
Confirm the origin period. Determine whether the item arose before or after the handover and whether the affected period is open, closed or already represented in an e-Ledger certificate.
Assess statutory impact. Decide whether the error affects only management reporting or also a tax return, MUHSGK/SGK filing, e-Ledger record, statutory financial statement or counterparty balance.
Choose the traceable correction route. Preserve the original record and link every correcting entry to its exception ID and evidence. Do not silently overwrite completed statutory data.
Evaluate amended filings. GİB permits corrective and voluntary-disclosure returns electronically, but the decision requires period-specific tax analysis; an accounting entry alone does not correct a filed return.
Obtain approval. Management should approve material judgments, write-offs, classifications and any residual unsupported balance.
If the issue affects an e-Ledger period, first determine the status of the original ledger and certificate files. GİB rules make the taxpayer responsible for preserving and producing these records even where an accountant or service provider performed the technical work. For calendar and closing controls, the verified Turkey e-Ledger deadline guide provides a useful companion checklist.
Agree the cleanup scope and the opening sign-off
Routine monthly bookkeeping and historical reconstruction are different services. The engagement should state the opening date, accounts covered, look-back period, documents supplied, materiality approach, responsibility for missing evidence, treatment of amended filings and deliverables. This protects both the company and the incoming SMMM (the Turkish licensed public accountant).
Opening sign-off pack
Signed opening trial balance and import-control total
Reconciliation sheets for every material balance-sheet account
Tax and payroll filing-to-ledger bridges
Correction journal with evidence references and approvals
Open-item log showing unresolved amount, risk, owner and deadline
Management representation for estimates or unavailable documents
List of access credentials and statutory files transferred through a secure channel
The sign-off should not claim that every old transaction has been re-audited. It should state what was tested, what evidence was obtained, what was corrected and which exceptions remain. That record gives the new monthly close a defensible starting point.
