Foreign owners of real estate in Turkey generally pay the same annual municipal property tax as Turkish owners. The tax is based on the municipality's official tax value—not automatically the purchase price or an estate agent's market estimate—and is normally paid to the municipality in two instalments. A second, national tax called Değerli Konut Vergisi may also require attention when a residence exceeds the annual high-value threshold.
Quick answer for a foreign homeowner
A residence is generally taxed at 1 per thousand (0.1%) of its municipal tax value outside metropolitan municipality areas and 2 per thousand (0.2%) within metropolitan municipality areas. The first instalment is payable in March–May and the second in November. Nationality does not create a separate rate.
What is property tax in Turkey?
Turkey's ordinary annual property tax is called Emlak Vergisi. It is governed by Property Tax Law No. 1319 and collected by the municipality where the property is located. The law separates building tax (bina vergisi) from land tax (arazi vergisi).
For a foreign buyer, this annual tax should be distinguished from the title-deed fee paid on a purchase, income tax on rent, capital-gains tax that may arise on a later sale, and Valuable Housing Tax on qualifying high-value residences. Paying one does not automatically discharge the others.
| Charge | What triggers it? | Authority |
|---|---|---|
| Municipal property tax | Ownership, usufruct or owner-like control of a taxable building or land | Municipality |
| Valuable Housing Tax | An in-scope Turkish residence above the annual municipal building-tax-value threshold, after exemptions | Revenue Administration / tax office |
| Rental income tax | Taxable rental income under the annual declaration rules | Revenue Administration / tax office |
| Title-deed fee | Transfer registered at the Land Registry | Land Registry / tax collection system |
Who pays the annual property tax?
The taxpayer is normally the legal owner. If a usufruct right (intifa hakkı) exists, the usufruct holder is responsible. If neither a registered owner nor a usufruct holder exists, the person who exercises control as if owner can be liable.
Full ownership: the registered owner pays.
Shared ownership: each co-owner is liable according to the ownership share.
Joint ownership: the owners can be jointly responsible under the statutory rules.
Usufruct: the usufruct holder, rather than the bare owner, is normally the taxpayer.
Citizenship and residence country do not change this ownership test. A person living abroad can therefore owe Turkish property tax even if the home is vacant, used only for holidays or produces no rent.
Property tax rates in Turkey
The statutory rates depend on the type of property. Rates are applied at double their ordinary level within areas covered by the metropolitan municipality rule.
| Property type | Ordinary area | Metropolitan municipality area |
|---|---|---|
| Residence | 1‰ (0.1%) | 2‰ (0.2%) |
| Other building | 2‰ (0.2%) | 4‰ (0.4%) |
| Building plot (arsa) | 3‰ (0.3%) | 6‰ (0.6%) |
| Other land (arazi) | 1‰ (0.1%) | 2‰ (0.2%) |
Check the municipal classification. A title deed, municipal record, zoning position and actual use do not always use identical everyday labels. Do not select a residential, commercial, plot or land rate from an advertisement; confirm the municipality's record for the specific parcel and independent unit.
Illustrative calculation
Assume a residence has a municipal tax value of TRY 5,000,000:
Outside a metropolitan municipality area: TRY 5,000,000 × 0.1% = TRY 5,000.
Within a metropolitan municipality area: TRY 5,000,000 × 0.2% = TRY 10,000.
This simplified example shows only the core property tax. The municipal bill can include a statutory contribution for the protection of immovable cultural assets and other separately applicable local charges. Always reconcile the example with the municipality's actual assessment.
Which value is used?
Property tax is calculated on the official tax value determined under the Property Tax Law. For a building, the calculation reflects statutory construction-cost values, the land share and legally required valuation rules. The municipality maintains the assessed amount.
| Value | Is it automatically the annual tax base? |
|---|---|
| Municipal tax value | Yes; this is the statutory starting point. |
| Title-deed transfer value | No. It is relevant to the transfer process but is not automatically the annual property-tax value. |
| Purchase price in the contract | No, not by itself. |
| Market appraisal or listing price | No, not by itself. |
A low municipal value is not permission to understate a purchase price in the Land Registry transaction. The annual tax base and the declared transfer value serve different legal purposes and should each be handled under their own rules.
What should a foreign buyer do after acquisition?
Land Registry completion does not remove the need to check the municipal record. After acquiring a property, contact the relevant district municipality promptly and confirm that the taxpayer account, property details, acquisition date, ownership share, use and contact information have been recorded correctly.
Identify the competent municipality. Use the municipality for the property's location, not the owner's residence or nationality.
Confirm the property record. Match the province, district, neighbourhood, block, parcel, independent-unit and address information to the title deed.
Open or update the taxpayer account. Provide the owner's identity and Turkish tax identification details.
Submit the required notification or property statement. Municipal form names and remote procedures can differ, so use the municipality's current instructions.
Obtain the assessed tax value and current debt position. Keep the municipality's calculation, accrual and payment receipts.
Check the following year's liability. For an acquisition during the year, ordinary property-tax liability generally starts from the beginning of the following year under the statutory event rules.
Documents commonly requested

☐ Passport or identity document
☐ Turkish tax identification number or foreigner identity number, as applicable
☐ Address and contact details
☐ Building occupancy or use information if requested

When and how is property tax paid?
The annual municipal property tax can be paid in two equal instalments:
First instalment: during March, April and May.
Second instalment: during November.
Payment is made to the municipality where the property is located. Depending on that municipality, payment may be available through its secure e-municipality portal, cashier office, bank channels or an e-Government-linked service. Availability, card rules and reference fields differ by municipality.
An owner abroad should not assume that an estate manager, tenant or bank pays automatically. Obtain the accrual record, verify the property and owner identifiers, and retain the receipt. Late payment can create default interest and may complicate a future sale or municipal clearance check.
Can a foreign owner claim a reduced or zero rate?
The law allows a zero-rate regime for a single residence not exceeding 200 square metres gross where the owner falls within specified categories and meets the detailed conditions. Categories include certain persons with no income, pensioners whose income is limited as prescribed, disabled persons, veterans, and widows or orphans of martyrs.
Do not assume eligibility from age or foreign retirement status alone. Income, residence, property count, floor area, pension source and documentary requirements must be tested under the current rules. The zero rate is not a blanket exemption for every retired or non-resident foreign homeowner.
If the municipality applied ordinary tax but the owner may qualify for the zero rate, first gather the complete property portfolio and income/pension evidence. A correction or refund route depends on the relevant years, application documents and limitation periods.
Valuable Housing Tax in 2026
Valuable Housing Tax (Değerli Konut Vergisi) is separate from ordinary municipal property tax. For 2026, a Turkish residence is within the value test when its municipal building tax value exceeds TRY 17,711,000. The threshold is applied before exemptions, and only the portion above the threshold enters the progressive tax base.
| 2026 municipal building tax value | 2026 calculation | Marginal rate |
|---|---|---|
| Above TRY 17,711,000 up to TRY 26,567,000 | Tax on the portion above TRY 17,711,000 | 3‰ (0.3%) |
| Above TRY 26,567,000 up to TRY 35,425,000 | TRY 26,568 + 6‰ on the portion above TRY 26,567,000 | 6‰ (0.6%) |
| Above TRY 35,425,000 | TRY 79,716 + 10‰ on the portion above TRY 35,425,000 | 10‰ (1.0%) |
The general 2026 filing deadline was 20 February 2026. The tax is paid in two equal instalments by the end of February and August; the official 2026 guide moved the first payment date to 2 March 2026 because the statutory month-end fell on a non-business day.
A sole residence, or one lowest-value in-scope residence in a multi-home portfolio, can be exempt under the statutory rules, but the property list and required notification must be handled correctly. Rental income and sale taxes are separate
Owning a home creates the municipal property-tax question. Renting or selling it can create different income-tax questions:
Residential rent: A non-resident owner can still have Turkish-source rental income and an annual declaration obligation, subject to the applicable exemptions and thresholds.
Commercial rent: Withholding, declaration and treaty questions can differ from residential rent.
Sale: A capital gain may arise depending on the acquisition method, holding period, indexation and taxpayer status.
Residence country: The owner's home country may also require reporting and may provide foreign-tax-credit or treaty relief.
Foreign landlords can review the verified annual rental income tax filing service in Turkey. Tax residence, property ownership and rental-income source are separate concepts; owning a Turkish property or obtaining a tax number does not by itself make a person Turkish tax resident.
Due diligence before buying a property
Verify title and encumbrances. Obtain a current Land Registry record and specialist legal review where needed.
Confirm municipal identity. Match the address, parcel, independent unit, floor and use to the municipality's system.
Obtain the current and prior municipal tax values. These are central to ordinary property tax and the Valuable Housing Tax test.
Check accrued debts and receipts. Review property tax, municipal charges and any condominium-management liabilities as separate items.
Map ownership rights. Full ownership, shares and usufruct can produce different taxpayer outcomes.
Model post-purchase use. A holiday home, long-term rental, short-term accommodation or business use can involve different permits and taxes.
Plan remote administration. Confirm tax-number, power-of-attorney, secure payment and document-retention arrangements before leaving Turkey.
Common mistakes foreign owners should avoid
Assuming that no tax is due because the property earns no rent.
Calculating tax from the purchase price rather than the municipal tax value.
Using the ordinary-area rate for a property inside a metropolitan municipality area.
Failing to update the municipal taxpayer account after purchase, sale, inheritance or a use change.
Confusing ordinary property tax with Valuable Housing Tax.
Assuming a foreign pension automatically gives a zero-rate property-tax exemption.
Leaving payment to a tenant or property manager without checking the official receipt.
Ignoring rental-income or sale-gain reporting because municipal tax was paid.
