Hiring a first employee changes a Turkish company from a company with no payroll into an employer with linked registration, reporting, payment and recordkeeping duties. The sequence matters: confirm the legal employer and work location, establish the SGK workplace and electronic authority, check any work-permit requirement, complete the employee file, submit the employment entry notification and only then allow work to begin.
The day-one rule
Do not treat payroll as a calculation that can be repaired after the employee starts. Your first payroll depends on registrations and evidence that must exist before day one. Build a dated readiness file and do not release the employee to work until the employer, workplace, authorization and employee-notification controls are complete.
What changes when the company becomes an employer?
A Turkish limited or joint-stock company may exist for months without employees. Its tax registration and trade-registry record do not automatically create a complete payroll setup. Before the first hire, the company must connect four separate layers:
Employer and workplace: the correct legal entity, address, activity and SGK workplace record.
Employee authorization: identity and social-security status, plus a valid work route for a foreign national.
Payroll master data: contract terms, salary, working time, benefits, occupation code, bank details and cumulative tax information.
Monthly compliance: payroll calculation, payslip and salary payment, the Withholding and Premium Service Return, SGK premiums, accounting entries and document retention.
These layers should describe the same employment. A contract stating one employer, salary or workplace while SGK, the work permit or payroll uses another creates a reconciliation problem from the first month.
Pre-hire setup sequence
| Stage | Control | Evidence to retain | Release gate |
|---|---|---|---|
| 1. Employment model | Identify the actual employer, workplace and role | Board/manager approval, job description and budget | No ambiguity over who employs and pays |
| 2. Workplace | Confirm or establish the SGK workplace record and electronic access | Workplace registration output, workplace number and authority record | Employee can be reported to the correct workplace |
| 3. Work authorization | Check nationality, permit or exemption and approved employment conditions | Permit/exemption evidence and application file | Required authorization is effective |
| 4. Employee file | Complete contract, identity, bank, payroll and personnel data | Signed documents and approved payroll-input form | No material input is missing |
| 5. SGK entry | Submit and verify the 4/a employee entry notification | Timestamped notification and validation output | Notification is accepted before work begins |
| 6. First payroll | Run gross-to-net, employer cost and declaration reconciliation | Approved payroll, payslip, bank file and control sheet | Payroll agrees across HR, SGK, tax and accounting |
1. Confirm the legal employer and workplace
Start with the entity that will sign the contract, control the employee’s work and bear the payroll cost. A foreign parent, Turkish subsidiary, branch and employer-of-record arrangement do not create the same legal or payroll outcome. The service agreement, reporting line and funding flow cannot replace the identity of the actual employer.
Then confirm the physical or operational workplace to which the employee will be reported. The address, main activity, occupational classification and workplace number affect registration, reporting and risk controls. If the company has several locations, do not select a workplace record merely because it already exists.
SGK workplace registration comes before a usable payroll process
SGK states that an employer beginning to employ insured personnel must submit the workplace declaration no later than the date the first insured employee begins. Certain company formations may be registered automatically from trade-registry data, but this does not remove the need to verify that the correct workplace record, employer details and electronic access are operational. An automatically created but unchecked record is not a completed payroll setup.
Record who can use the employer systems and who can approve filings. A power of attorney or accountant engagement does not by itself prove that every electronic authorization is active. Test access early enough to resolve a missing workplace number, incorrect address or authorization failure before the entry-notification deadline.
2. Build the employee file before entering payroll data
Payroll should be built from an approved source form, not from scattered email messages. The exact documents depend on the employee and sector, but a first-hire file commonly includes:
signed employment agreement and job description;
identity number, identity document and contact/address details;
start date, workplace, occupation code, working-time pattern and probation terms;
gross salary, pay frequency, bank account and approved recurring benefits;
prior payroll or cumulative tax-base information when relevant;
diploma, licence, health/safety or sector documents where the role requires them;
work permit, exemption or home-country coverage evidence for a foreign employee where applicable;
privacy notices, payroll-data access approvals and a secure document-retention location.
Identify who owns each monthly variable: attendance, overtime, leave, sickness reports, bonus approval, expenses and benefits provided by an overseas group company. If no owner and cutoff exist, the first month may be calculated correctly from incomplete data.
3. Submit the SGK employee entry notification on time
For a standard employee insured under Article 4/1(a), SGK’s published employer guidance requires the employee entry notification to be filed through the e-Sigorta channel at least one day before employment begins. The guidance lists specific exceptions for certain sectors and cases. Do not apply an exception by analogy; document why it applies to the exact workplace and employee.
Weekend and Monday starts need planning
A start date written into a contract does not extend the electronic notification deadline. Work backwards from the actual first working day and complete the workplace, authority and employee-data controls before the filing window closes. Keep the accepted notification, not only a screenshot of data entered on screen.
Before submission, reconcile the employee’s name, identity number, start date, occupation code, workplace and insurance status to the signed source documents. After submission, download the accepted record and compare it again. Correcting a typographical error later does not necessarily eliminate the consequences of a late or inaccurate original notification.
4. Add a separate gate for foreign employees
A residence permit or a submitted work-permit application does not automatically authorize employment. Confirm whether the individual needs a work permit, qualifies for an exemption or remains under a specific international social-security arrangement. Work should begin only after the required authorization becomes effective and the employer completes the applicable SGK and payroll steps.
The Ministry’s current criteria consider matters such as the employer’s Turkish employee count and financial eligibility, the proposed occupation and salary, and sector-specific rules. For example, the general criteria published by the Ministry include employee-count, capital/sales/export and position-based salary tests, with important exemptions and sector rules. Treat this as a pre-contract feasibility check, not a document to review after the start date is promised.
The salary, workplace, employer and occupation approved in the work-permit process should remain consistent with the contract, SGK notification and payroll. Use the verified residence and work permit support guide for the employer-side process and current evidence requirements.
5. Configure the first payroll without duplicating the tax guide
The first-hire project should create a controlled payroll master, while the calculation engine should use the current statutory parameters for the pay period. Confirm the employee’s gross salary, contribution status, cumulative income-tax base, SGK earnings rules, benefits, absences and any valid incentive before calculating net pay and employer cost.
Current 2026 rates, limits and exemptions are maintained in the verified Turkey payroll taxes and social security guide. Keeping the rate table there avoids conflicting figures; the first-hire file should record which parameter version the payroll team used.
First-month payroll reconciliation
Contract to payroll: gross salary, start date, working time and benefits agree to the approved terms.
SGK to payroll: workplace, occupation, insured days, contribution base and employee status agree.
Payroll to bank: the approved net-pay file agrees employee by employee to payroll.
Payroll to declaration: wage withholding and SGK data agree to the Withholding and Premium Service Return.
Declaration to accounting: employee liabilities, employer costs, withholding and SGK payables agree to the general ledger.
Payment to official receipt: salary, tax and SGK payments are evidenced separately and posted to the correct period.
SGK’s current employer guidance states that private employers generally submit the Withholding and Premium Service Return electronically by 23:59 on the 26th day of the following month and pay SGK premiums by the end of the following month. Check the official calendar, weekend rules and any published extension for the actual period. The site’s Turkey filing and payment calendar explains why filing and payment need separate evidence.
Employer and CPA responsibility checklist
| Task | Employer owner | CPA/payroll owner | Completion evidence |
|---|---|---|---|
| Approve role, contract and compensation | Decision and signature | Payroll/tax feasibility review | Signed agreement and input form |
| Establish workplace and access | Provide entity, address and authority documents | Prepare registration and test access | Verified workplace and authorization |
| Employee entry notification | Confirm actual start and employee data | Submit and verify within scope | Accepted SGK record |
| Monthly variable data | Approve attendance, leave, overtime and benefits | Validate cutoff and calculate | Dated input and approval log |
| Payroll approval and payments | Authorize salary and statutory payments | Prepare reports, filings and reconciliations | Approved payroll and receipts |
The allocation above is a practical control model. The company remains responsible for providing complete and accurate information and for employer obligations that cannot be transferred merely by appointing an adviser.
Common first-hire failures
Waiting for the first month-end: workplace and entry-notification duties arise before payroll close.
Using the wrong workplace: an existing SGK number is selected without checking address, activity or actual assignment.
Confusing a permit application with authorization: the foreign employee starts before the approved route is effective.
Building payroll from net salary alone: gross terms, benefits, contribution status and cumulative tax data are not documented.
Ignoring group-paid compensation: bonuses, equity, insurance or allowances paid abroad never reach the Turkish payroll team.
One person controls everything: the same user creates master data, calculates payroll, releases payment and files without review.
No first-month bridge: payroll, SGK, tax, bank and accounting totals are stored separately but never reconciled.
